Road Traffic Regulations, a circular letter explains the new rules in force since 30th July
The State police gives practical guidance with respect to provisions contained in Law No 120/2010 already in force. The others will be effective on 13th AugustSome of the provisions amending the Road Traffic Regulations recently introduced by Law No 120 of 29th July 2010 (‘Provisions concerning road safety’) that shall come into force on 13th August 2010 have already been effective since 30th July.
In order to facilitate the activity carried out by police officers, a circular letter containing an earlier set of practical instructions with respect to the provisions already in force was circulated by the Department of Public Security of the Interior Ministry. Summary sheets including the coordinated text of articles, the new legislation introduced and the relevant explanation are contained in them.
In short, rules having a greater impact on road traffic safety and accident prevention are dealt with, especially those imposing tougher penalties for driving under the influence of alcohol or drugs, those concerning driving licence revocation, motorcycle traffic circulation, the use of car safety belts, as well as the use of optical lens or other accessories when driving (amendments of articles 97, 126-bis, 172, 173, 186, 186-bis, 187, 219 and 219-bis of the Road Traffic Regulations).
The most significant rules already in place include zero alcohol tolerance for new drivers (with less than 3 years experience), minors under 21 years of age and professional drivers qualified for the transport of people or goods. In addition, those having caused non-fault accidents twice will be no longer allowed to receive their driving license again. 50% of income derived from sanctions applied to drivers who exceed speed limit shall be destined to road maintenance.
