Code of Local Self-Government
A bill concerning the so-called Code of Local Self-Government has been recently submitted by the Italian government. It is an organic set of provisions governing the whole matter of local authorities which identifies the administrative functions of municipalities, provinces and metropolitan cities, envisages both a reduced number of entities and bodies and a more flexible bodies’ composition associated to streamlined financial and accounting procedures for small municipalities. It is mainly aimed at improving qualitative standards of services and achieving cost-saving through a rationalization process.
Rationalisation of provinces and prefectures-State representations at provincial level, redefinition and suppression of decentralised bodies, strengthening of administrative, financial and accounting supervision are also envisaged by the above bill that, amongst others, contains the Charter of Local Self-government.
