Observatory on local authorities' finance and accounting
It is a body tasked with monitoring and fostering a proper management of equipment, personnel and financial resources. It works within the Central Directorate for Local Finance.
Its fundamental duties are the following:
- promoting proper implementation of accounting principles and adequacy of implementing measures, including testing of new accounting models;
- adoption of initiatives aimed at disseminating and analysing more in depth the relevant legislation;
- carrying out studies and researches to identify models of resources allocation to local authorities;
- formulating proposals to enhance financial autonomy of local authorities.
An annual report on the current state of implementation of provisions, also including proposals for supplementing and amending the existing legal framework, is submitted to the Minister of Interior.
